While many professionals talk glibly about changing organizational cultures and many management consultants even claim to be able to bring about cultural change within organizations, the reality of organization culture makes this aspect of a market orientation difficult to analyse and manage.

While academics may argue about what exactly defines an organization’s culture, a reasonable working definition will describe culture as a set of shared beliefs, values and norms amongst the members of an organization that describes ‘the way we do things here’. While there is still a lot that business academics do not know about organizational culture, one thing that we do know is that culture is inextricably tied to the people within the organization and that the only way in which culture can be radically altered, in a relatively short space of time, is to change the people within the organization – that is literally by replacing them. This is not an option that is open to most firms outside the start-up situation. We therefore have to accept that culture change in professional service firms can only be achieved increment¬ally because it involves changing the attitudes and beliefs of those within the organization.

Structural change

If a market orientation means organizing workflows, communications, and professionals and support staff in terms of configuring the professional service firm in such a way that it is best able to meet current and anticipated client needs, then this is likely to involve considerable structural change for most professional service firms. Simple organization, such as formal departmentalization based either upon service-offering type or client sector with centralized support functions, is unlikely to be the most effective configuration of the firm’s resources in terms of meeting client needs. Since these types of organization dominate amongst firms in most professions, the achievement of a market orientation is likely to call for considerable structural change within most professional service firms.

Process change

An understanding, at a needs level, of what clients actually want from a professional service firm, and the criteria upon which they evaluate quality is also likely to impact upon how professional services are produced and delivered to clients. This type of process change, i.e. changes in the way in which professional services are produced, the context in which the service is produced and the location and interaction between firm and client in the delivery of the professional service, will obviously be connected with the structural changes outlined above.

Systems change

As a result of the above changes that are implicit in achieving a market orientation, professional service firms are also likely to need to change the formal and informal systems by which the firm is managed, run and controlled. A particularly important part of this systems change may be the formal reward system and the formal and informal recognition systems of the firm.

All of these changes are obviously interlinked, potentially very large scale, and probably together form the core of the barriers that need to be overcome in achieving a market-oriented professional service firm. The simple truth is that most people, both as individuals and collectively, are resistant to change. Generally speaking the greater the change the more people are resistant towards it. In terms of introduc¬ing a market orientation to most professional service firms the changes that will need to be made by all of the people within the firm are both fundamental and significant.

It is therefore vitally important that before even attempting to introduce a market orientation a significant degree of understanding and commitment is achieved amongst the partnership. In particular, partners will need to be aware of the type and magnitude of the changes that both they and the employees of the firm will have to make. The changes implicit in achieving a market-oriented firm may be considered as the real ‘price’ of becoming market oriented. This may well be one of the reasons that attempts to become market oriented in most professional service firms to date have focused upon acquiring the ‘trappings’ such as PR advisors, publications, corporate identity and even marketing managers/assistants. While these trappings may be expensive in terms of the budgets involved they do not necessitate the type and degree of change implicit in the ‘substance’ of a market orientation.
